Who is Ilmoo for?

Ilmoo is a written internal whistleblowing channel under EU Directive 2019/1937 and Finland’s Whistleblower Protection Act 1171/2022. It is designed especially for Finnish organisations regularly employing at least 50 people.

The obligation to establish a channel depends on the scope of the law. Special statutory rules can also cover smaller organisations, so headcount alone does not determine an organisation’s obligations.

Each company gets its own subdomain, such as yourcompany.ilmoo.fi. Share the link on your website, intranet, onboarding materials and supplier portal so employees and other reporters can find the company’s channel.

  • ReportersEmployees and other reporters submit reports at the company’s own address without an account.
  • HandlersAcknowledge, investigate and reply to the reporter in one place.
  • AdministratorsManage users, roles and channel settings.

How a report moves forward

  1. 1. Report without an account

The reporter submits a written report through the company’s channel without registering. Reports are anonymous by default and can include attachments.

  2. 2. Return with a personal code

The reporter receives a personal access code. They can keep using the same code to check the case status, read replies and exchange further messages with the handler.

  3. 3. Investigate and respond

The organisation’s handlers acknowledge the report, investigate and reply to the reporter. Attachments, internal notes and an audit trail keep a record of the handling process.

Keep statutory deadlines in view

Receipt is acknowledged within seven days of receiving a report. Feedback on action taken or planned is provided within three months of that acknowledgement. If no acknowledgement is sent, the three-month period starts when the seven-day period following receipt ends.

The feedback deadline does not mean every investigation must be complete by then. The organisation’s handlers remain responsible for follow-up and meeting the deadlines.

Email scatters reports across personal inboxes and blurs responsibilities. In Ilmoo, the report, the messages and the handling stay in one place. Read the whistleblowing channel guide.

Written reports and audio recordings

Ilmoo’s core is written reporting and messaging. Reporters can also upload an audio recording as a report.

A company can publish its own live phone number and instructions for arranging a meeting alongside the channel link. Ilmoo does not include a live telephone service: the company organises calls and meetings through its own process.

What Ilmoo doesn’t do

  • Ilmoo does not include a live telephone service: the company organises calls and meetings through its own process.
  • Responsibility doesn’t move to the service. The organisation’s handlers remain responsible for follow-up and meeting the deadlines.

Data protection and responsibilities

Ilmoo is developed by AI Generation Oy. The customer organisation is the controller of report data, and the Ilmoo service provider acts as the processor.

Content is encrypted at rest, and access codes are stored as hashes. The service includes legal pages and data processing agreement (DPA) templates under Article 28 of the GDPR.

According to ilmoo.fi, reports are encrypted at rest with AES-256-GCM, end-to-end encryption is optional, and no IP address is stored for anonymous reports. Service providers and data transfers on ilmoo.fi
